This Ministerial Statement "NSW Water Reforms: A secure and sustainable future" explains the direction NSW is heading in water management. More information on water management in NSW is available from the Department of Natural Resource's website on water (here).
NSW Catchment Management Authorities (CMAs)
These are statutory bodies, established under the Catchment Management Authorities Act 2003 (CMA Act) to coordinate natural resource management (NRM) in each catchment. Each of the 13 CMAs has a board, consisting of a chairperson and up to six board members, who report directly to the NSW Minister for Natural Resources. They are responsible for involving regional communities in management of the NRM issues facing their region. Each CMA also has a general manager and a small team of professional staff. State and Federal (NHT) funding is directed via the CMAs to help land managers improve and restore catchment condition in partnership with the community, local government, State Government agencies, industry and individuals.
Catchment Blueprints developed by previous Catchment Boards are being updated and redeveloped as Catchment Action Plans (CAPs). The Blueprints establish thenatural resource management priorities and key actions.

Their 1998/99 Stormwater Management Plan was revised in 2002 to include new strategies based on new WSUD technologies that have come about since 1999 that can improve water quality in catchment streams and water bodies, by reducing the impacts of stormwater pollution. The plan has a great description of the catchment and very useful information about land use and the impacts of urban development on water quality.
